Eleven at night was the legendary closing time of the British pub for most of the twentieth century, and "time, gentlemen, please" still echoes even though licensing was liberalised in 2005 and many venues now run later. Plenty of smaller and rural pubs keep to the old hour regardless.
It is also the hour the transport network genuinely starts shutting. The last trains out of central London and the other big cities go around now, night bus routes take over, and taxi demand climbs sharply. For anyone travelling home from an evening out, eleven o'clock is the decision point.
Domestically it is the most common bedtime in the UK, which makes the countdown to it as much a reminder as a schedule. It resets every day at the moment it passes, so the number is always the wait until the next one.
